Morton's History of Highland states a Henry Seybert was in Pendleton County c. 1775. The southern end of Pendleton became Highland in 1847.

In the Warner Broaddus' Genealogy which I found on the internet, Broaddus writes "John Heinrich (Henry) Seybert served in the Revolutionary War. The Gravestone in the Seybert Family Cemetery reads: Virginia PVT Capt. Weiser's Co. German BN Continental TRPS Rev. War. July 27 1830. He is actually buried in Crabbottom and died in 1795. The marker was made by the U.S. government at the request of his great-granddaughter.
